He attended grade school in country school district 54, and then attended 7th and 8th grades at Lutheran Parochial school in Fulda. He then attended Fulda High School, graduating in 1949. Harley worked as a hired hand for a farmer and at Toro Lawn Mower plant in Windom following graduation. He entered the U.S. Army in April 1952 and was stationed at Fort Knox, KY and Camp Pickett VA. Over the years, Harley worked many part time jobs along with farming. He worked for a TV installer, ASCS office, auction barns and as a self-employed carpenter.
